Marcus D. Cross, PE, PLS
Engineering Manager & Owner
Marcus is the Engineering Manager of Rhine Cross Group (RCG), a professional services firm in civil engineering, planning, land and construction surveying, land development consultation and project coordination. He has twelve years of experience and success in design and project management of public and private infrastructure projects. He has extensive experience in street design, including the tedious task of matching new curb design into existing pavement and sidewalk grades, stormwater design, sanitary sewer system design, water system design, traffic control design, as well as design compatibility with ADA standards. He is a registered Professional Engineer in Oregon, California, and Washington.

Orlando J. Aquino, PLS
Surveyor Manager, GIS Cartographer & Owner
Orlando is the Surveying Manager of Rhine Cross Group (RCG) and is a licensed Professional Land Surveyor in the state of Oregon. He has over 13 years of experience in land surveying, including numerous ALTA/NSPS surveys, boundary surveys such as subdivisions, land partitions, property line adjustments and record of surveys. Topographic surveys, right-of-way surveys, cadastral surveys and construction surveying staking projects for airports, subdivision, RV sites, building sites, track and field sites, and utility services that are commercial, public, large and small private projects throughout the State of Oregon. His experience in Geographic Information Systems (GIS), includes the creation and annotation of the property tax lots and the survey index basemap for Klamath County.

Keith R. Rhine, PLS
Surveyor Project Manager
Keith has over 35 years of Boundary, ALTA and Construction surveying experience. He also has some experience with optical tooling and very precise leveling and invar meaurments from his time working on the Stanford Linear Accelerator. Keith has experience surveying in many jurisdictions over the years and has many great working relationships. Keith is currently transitioning from a company owner to an employee to prepare for future retirement.

Survey Crew Chief
Calvin is a registered Professional Land Surveyor working as a survey manager and crew chief. His initial background in surveying was in timber harvest boundaries and other property boundary surveys before coming to work for Rhine-Cross Group in 2021. He has experience in not only boundary work for land partitions, property line adjustments and subdivisions, but also in construction staking, design topography surveys, and cadastral work.

Lani R. Hickey
Senior Land Use Planner
Lani is the Senior Land Use Planner for Rhine-Cross Group (RCG) and is experienced in all types of land use applications. She has extensive knowledge in site plan applications, conditional use permitting, zoning compliance, land divisions including subdivisions, land partitions, and middle housing. Lani is skilled in navigating complex land use approvals, coordinating with agencies, and preparing comprehensive land use documents. She is able to interpret and apply land development codes across all juristictions. After working 22 years with Klamath County Public Works she is familiar with government agencies and works well with the public-at-large.

Tayler D. Cole, EIT
Engineer in Training
Tayler is an Engineer in Training (EIT) currently working toward obtaining his Professional Engineer (PE) license. He has experience in residential and commercial site development, roadway design, utility layout, grading, and drainage analysis using Autodesk Civil 3D. Skilled in preparing construction plans, developing Civil 3D surfaces and corridors, and designing ADA-compliant curb ramps and roadway improvements. Experienced working with multiple municipal and county jurisdictions and coordinating designs to meet local standards and permitting requirements.

Erika Cross
Land Use Planner
Erika is a Land Use Planner for Rhine-Cross Group with experience in private land development applications. In the last year at Rhine-Cross, she has worked on a number or projects such as, submitting site plans, subdivisions, and land partitions. She is familiar with navigating and interpreting different codes from various jurisdictions. Erika is highly motivated working with developers and land owners. In the last 28 years, Erika has been a social worker in/with the State of Washington for 6 years and for the last 22 has been a stay at home mom while subbing at local schools.

Amy Rhine
Office Manager
After working as an X-ray technologist/medical assistant for 13 years, Amy began to use the accounting classes she had taken in high school and again in college to help Rhine-Cross Group with their day-to-day accounting when they opened in 2004. As time went on, she began to have more responsibilities. Now she handles the accounts payable and receivable, banking, errands, insurance needs, human resources, certified payroll reporting and payroll, all from home.
